At a news conference in 1964 Secretary of 
Defense Robert McNamara said  that 
the United States had no plans to send 
combat troops into Vietnam. When 
asked whether the United States 
intended to increase its activities in 
Vietnam, he replied, "Wait and see." 
By 1969, more than 500,000 American 
troops were in South Vietnam.
It was a good thing that the U.S. did 
not plan to send these troops, just 
think of how many millions of troops 
would have been there if it was 
planned.
